Well, the root eating bugs have gotten 20 out of 30 Little Marvel Pea plants, and about 5 out of 30 Sugar Ann.  I have had this bug every year but it has never done this much damage. 
Maybe damage worse because of the mild winter?  Maybe damage worse due to 3rd year this garden has been in place?
I will re-plant in the open spaces.  In past years, the new plants survived w/o pest or problems. 
Will fill in gaps with new planting on 5/7/12 - watch to see results.
